From 2007 to 2010 a covert DIA-funded effort backed by Harry Reid and colleagues built a private UAP research program led by Bigelow Aerospace, produced data systems and Skinwalker Ranch reports, and after being shut down in 2010 seeded the later official DoD initiatives like AATIP and the UAP Task Force.
