2019 UAP Task Force Directive: Identifying SAPs and CAPs Amid Reports of a Multi-Decade Crash Retrieval Program

To the point

Secret U.S. crash-retrieval programs tied to unidentified aerial phenomena are referenced, with Hal Puthoff claiming four alien species, Dr. Eric Davis detailing the beings, Dan Ferrara noting private program links, and whistleblower David Grusch describing restricted access, retaliation, and calls for transparency about non-human remains.

'America recovered 4 ALIEN species…': Ex-CIA insider drops explosive UFO claim, 'they weren’t human'

In 2019, the UAP Task Force Director asked me to identify all special access programs and controlled access programs, and we reported directly to the DepSecDef while learning of a multi-decade UAP crash retrieval and reverse engineering program. Claims by Hal Puthoff, a former CIA-funded researcher, on Steve Bartlett’s podcast described four alien species recovered by the US, based on trusted but unnamed sources who shared confidential accounts, though he said he never saw them and he previously advised the Pentagon’s Advanced Aerospace Weapons System Applications Program on unexplained aerial cases. Filmmaker Dan Ferrara noted private connections to alleged retrieval programs, with sources who refused on-camera interviews. Dr. Eric Davis identified the beings as Grays, Nordics, insectoids, and reptilians in earlier discussions, describing Grays as small with oversized eyes and Nordics as tall humanoids, with reptilians and insectoids bearing distinctive features. These extraordinary claims have fueled renewed attention on secret crash retrieval programs, especially after David Grusch testified in 2023 that the US possessed non-human biologics from unidentified craft and that intelligence officials concealed information from Congress and the public. Grusch, a former USAF intelligence officer, NRO reservist, and NGA civilian, served as co-lead of UAP analysis and later spoke as a whistleblower through a PPD-19 urgent concern filing in May 2022 to the IC Inspector General. He described his tenure with the UAP Task Force from 2019 to 2021, coordinating the Presidential Daily Brief and supporting various operations, noting that in 2019 the Director asked him to identify SAPs and CAPs, and that he was cleared to access many compartments but was denied access to additional read-ons about a long-running crash retrieval program. He stated he reported this information to his superiors and inspectors general, faced retaliation, and remains hopeful that his actions will lead to greater transparency and oversight.
