Peru created the Department of Anomalous Aerial Phenomena Research in 2013 and, with a Civilian Advisory Council led by Commander Julio Cesar Chamorro Flores and Giorgio Piacenza Cabrera, aims to study UFOs openly and rigorously, educate the public, and destigmatize anomalous phenomena.
