Funding for these programs is said to come through misappropriation mechanisms such as Independent Research and Development billing and unreported carryover funds, with a 1994 NRO audit reportedly uncovering about $3.2 billion in unreported carryover. Firsthand crash-retrieval testimony is mentioned, including a 1997 Peru encounter described by Marine Jonathan Weigant and two others, who allegedly received anthrax vaccine boosters after the encounter. The CIA’s Office of Global Access, created in 2003 to coordinate foreign crash retrievals, is said to have Doug Wolf as its first director after a long tenure at the NRO. While secrecy is framed as preventing public panic and protecting capabilities, insiders argue that excessive compartmentalization hinders progress and allows other nations to advance.
