That financial burden, coupled with the lack of political payoff, undermines the incentive to disclose. While many conspiracies surround the issue, this constraint is a straightforward reality of government funding and practical costs. The reluctance to disclose, therefore, is explained more by economics and political calculus than by hidden plots.
