SETI's Proactive Global Framework for Post-Detection Activities Concerning Extraterrestrial Intelligence
Under Allan E. Goodman’s guidance, the SETI Institute advocates a proactive, education‑focused, internationally coordinated framework—embodied in a Declaration of Principles—for verifying any extraterrestrial signal, ensuring rapid yet responsible disclosure through scientific channels and mass media, coordinating feedback and frequency management with ITU and informing the IAU and UN, maintaining continuous monitoring and updating teaching and media briefing materials to reduce sensationalism (a concern echoed by Carl Sagan and Ben Finney), assessing potential reactions to minimize cultural misunderstanding and panic (as warned by Roberto Pinotti and Jung), and implementing an Earth‑wide reply plan featuring Group A (scientists who verify and decode), Group B (representatives from diverse fields), and Group C (joint decision) to determine actions, all within the framework of UN space treaties that require informing the secretary‑general and the scientific community about discoveries with health or safety implications, with formal UN endorsement still pending.
